Lee Hindman

Representative of the general public and the Joint Chambers of Commerce

Mr. Lee Hindman is a Certified Public Accountant with over 35 years experience in the refuse and related businesses. He has lived in Imperial Valley for 40 years where he raised his 3 children. He has been involved in all aspects of the business in municipal contracting, management, operations, financing, and ownership. He was instrumental in the growth and ultimate sale of Suburban Sanitation in 1997 which operated in five counties and two states.  Several years after the sale, he came out of retirement and co-founded Palo Verde Sanitation in 2007.  In 2011, he negotiated the sale of Palo Verde Sanitation to CR & R.  He has a Bachelor of Science degree in business from San Diego State University. 

He currently serves the Chair of the Imperial County Local Health Authority.  He also serves as Treasurer for the California Mid-Winter Fair, Treasurer of the Westmorland Chamber of Commerce, President and Treasurer of the Joint Chambers of Commerce for Imperial Valley, Secretary of the El Centro Rotary Club, and Vice-President of the Navy League of Imperial Valley.

Imperial County Board of Supervisors, District 4 Supervisor

Ryan Kelley was elected to represent District #4 (Brawley, Bombay Beach, Calipatria, Desert Shores, Niland, Salton City, Salton Sea Beach, Vista Del Mar, and Westmoreland) in 2012.  His district encompasses the Salton Sea portions in Imperial County and represents Imperial County on the Salton Sea Authority.

Ryan is a former firefighter, paramedic, college instructor and Brawley City Councilmember.     His civic commitment began as an Eagle Scout with Troop 22, Boy Scouts of America, and continued as Exalted Ruler of the Brawley Elk’s Lodge #1420.  It was his desire to make a positive change that prompted him to become involved in local government; and today, he strives to make decisions that benefit our communities. Beyond attending Brawley Union High School, Ryan holds a Bachelor’s of Science degree from Long Beach State University and an Associate’s of Science degree from Miramar College, as well as, a Paramedic Certificate from Imperial Valley College

County of Imperial, Chief Executive Officer

Tony Rouhotas, Jr., is the County Executive Officer for the County of Imperial. He has served in the position since December 30, 2017.Mr. Rouhotas has been a dedicated county employee since 1992 when he was hired as a Reserve Firefighter for the Imperial County Fire Department. Mr. Rouhotas has served in several positions with the Department since, working his way up the ranks, including Firefighter/Paramedic, Fire Captain, Deputy Fire Chief/Training Officer, and Assistant Fire Chief. Mr. Rouhotas served in his most recent position as the Imperial County Fire Chief/Office of Emergency Services Coordinator since 2008.

As the County Executive Officer, Mr. Rouhotas manages, directs and coordinates 26 departments comprised of more than 2,400 staff members who work to provide a variety of services including social services, health services, public works, public safety and other general government services to the residents of Imperial County.

Carlos Ramirez, RN, MSN

Highly skilled career professional with more than 23 years practical experience in leadership, nursing management, health care administration of home health, hospice, hospital critical care, emergency department, intensive care unit, outpatient services, nursing orientation, training, college level nursing education, and public speaking.

Carlos is a resident of Imperial, and works for AccentCare Home Health as the Regional Director of Operations for the South West Region (El Centro, San Diego, & San Marcos offices) and as a private motivational speaker; he graduated from IVC with an Associate’s degree in nursing in 1996. He has worked as a nurse and in management for El Centro Regional Center (ECRMC); Pioneers Memorial Healthcare District (PMHD); Imperial Valley Home Health, and as an assistant nursing professor for IVC. Carlos Ramirez has a Bachelor’s Degree in Nursing 2006, and a Master Degree in Nursing 2009, and is currently completing a doctoral degree in health administration (DHA) all from the University of Phoenix.

Larry Lewis, CEO of Pioneers Memorial Healthcare District in Brawley, California, received his MBA from the University of Colorado- Denver, and a BS in Accounting from Arizona State University. Lewis is a board member and Treasurer of the Hospital Association of San Diego and Imperial Counties. He is also Board Chair of BETAlliance Insurance Services (BAIS), a risk retention group that writes healthcare professional liability insurance in the state of California, and the BETA and recently was added to the BETA Healthcare Group board of directors (BETA Council); board member of the California Association of Hospitals and Health System; and board member of the California Hospital Association Rural Health Advisory Board. He is currently the President of the Brawley Rotary Club.
